More than 30 Years of Experience
For over 30 years, Attorney Humphrey has provided exceptional legal services for individuals charged with both criminal offenses and in civil law cases. . From October of 1994 to the present, Attorney Humphrey has published twenty (20) articles in the Rhode Island Bar Journal on a variety of topics including drunk driving, domestic violence, sex crimes and civil practice.
Judicial Involvement
Since August of 1996, he have served as a Newport County Bail Commissioner. Bail Commissioners play a vital role in the justice system through this position. He has also served as the Municipal Court Judge for the Town of Tiverton. As a Municipal Court Judge, he had original jurisdiction to listen to and decide cases concerning housing standards, traffic violations and zoning issues. He worked on a daily basis with individuals who were unfamiliar with the law and the legal process. Following this experience, Attorney Humphrey was appointed to serve on the Sex Offender Board of Review by Governor Carcieri. This Board is responsible for determining the risk that a sex offender may to pose to the community.
Prosecutorial Experience
In addition to his judicial experience, he also has vast prosecutorial experience. For fourteen (14) years, he served as the Assistant Solicitor for the Town of Little Compton. In this position, his duties including the prosecution misdemeanor crimes. During this time, he also served as the Assistant Solicitor for the Town of Portsmouth, where I also handled misdemeanor prosecution. I was very concerned when my daughter, a college student, was charged by the Providence Police with using a fake ID to try to enter a club. While I don't condone her actions, I do acknowledge that young people make mistakes which should not be allowed to impair their futures. I also understand that the Providence Police Department has a new enforcement policy against college students committing alcohol related offenses which can result in harsh penalties involving a license suspension.
