Previous Newport County Bail Commissioner
Prosecutorial & Judicial Experience
My prosecutorial experience began in April of 1994 as the Assistant Solicitor for the Town of Little Compton. In that capacity my duties included prosecuting misdemeanors that occurred in the Town of Little Compton such as domestic violence and drunk driving. I continued as Assistant Solicitor for 14 years during which time I began to serve as Assistant Solicitor for the Town of Portsmouth in December of 2002, where I handled similar misdemeanor prosecution cases. Additionally, in the Towns of Burrillville, Middletown and Portsmouth I served as Special Prosecutor, again for misdemeanor cases involving drunk driving and domestic violence.
Through these experiences I was able to establish a strong working relationship with the law enforcement communities in several areas throughout the State of Rhode Island. In addition, it allowed me the specialized opportunity of handling criminal cases both as a prosecutor and a defense attorney. From this all-encompassing vantage point I have been able to level the playing field and obtain excellent outcomes for my clients.
In August of 1996 I began practice as a Newport County Bail Commissioner, the service of which has allowed me to play a crucial role in our judicial system. As Bail Commissioner I have several vital responsibilities including:
- To act as neutral magistrate at initiation of criminal proceedings
- To make probable cause determinations
- To sign arrest warrants
- To commit individuals to the Adult Correctional Institution
In December of 2003 and continuing through December of 2005 I had the opportunity to serve as the Municipal Court Judge for the Town of Tiverton. While serving as Municipal Court Judge I heard and decided cases of local minimum housing, standard traffic violations and zoning issues.

"I knew I made the right choice"I was so ashamed when I was charged by the State Police with drunk driving while driving home on Thanksgiving night. While I was in court, I had an opportunity to observe Attorney Robert Humphrey handling another DUI case. I said to my husband, that's the attorney for me and I approached him to represent me. I knew I made the right choice when Robert was willing to come to my house to discuss my case since I could not drive because of the Refusal license suspension. His ability to minimize the license suspension and get the charges dropped was so important to me because I recently was hired for a great job in Massachusetts. I was so lucky that there is a great DUI defense lawyer located right here in Tiverton.- Carrie

"I tell all my friends who get injured to give Bob a call."After being injured in an automobile accident, I was afraid my injuries would result in the loss of my job I had for the past 21 years. Even after returning to my job, the pain from the injuries I sustained in the accident often forced me to leave my job early because the pain was too great to complete a full day of work. From the time I met with Bob until the close of my case he was always available for me. I tell all my friends who get injured to give Bob a call.- M.R.

"I would definitely recommend him!"After a car accident in Bristol, I was charged with both drunk driving before the District Court and refusal to submit to a chemical test before the Traffic Tribunal. Attorney Humphrey very patiently talked about the facts of the case with me. Based on his legal arguments, he successfully resolved both charges in an efficient and cost effective manner. This was extremely important to me because I am an owner of a small business. I would definitely recommend him!- Linda

"We would highly recommend you to any family"On behalf of Megan and myself, I wanted to thank you for your excellent representation of her with her Richmond DUI charge. You were always available for both of us to answer our questions. You did an excellent job in getting her extremely high breath test results suppressed so she could get a great disposition. We would highly recommend you to any family with a Rhode Island criminal charge.- Richard & Megan

"would highly recommend Attorney Humphrey"The Pawtucket Police charged me with a second DUI offense within 5 years with readings over .15 BAC. I know I was looking at a minimum mandatory 6 months in jail and a 2 year loss of license. I needed someone who could do the impossible - make the case go away because I couldn't serve jail time because of health issues and I would lose my job if I lost my license. Attorney Humphrey did just that, the impossible. Based on the legal issues he raised, the Prosecution folded on the day of trial and the charges were dismissed. I didn't even receive a traffic ticket. I would highly recommend Attorney Humphrey to anyone charged with a DUI.- George

"I would highly recommend your services"I was extremely concerned when my son, a college student, was charged by the Providence Police with a felony. Fortunately, a family friend who is a Massachusetts attorney referred me to you. I appreciate the way you patiently and diligently represented my son through this entire process. Getting the felony charge dismissed was a better outcome than we could have hoped for. Thank you for getting the dismissal expunged from his record so he can have a clean start in life. I would highly recommend your services to any other parent of a college student who finds themselves in trouble with the law in Rhode Island!- Dennis

"If you are charged with drunk driving, don't give up hope."When I was charged with drunk driving, I was on the fence about contacting a lawyer because I assumed there was nothing anyone could do for me.
