Previous Newport County Bail Commissioner
Prosecutorial & Judicial Experience
My prosecutorial experience began in April of 1994 as the Assistant Solicitor for the Town of Little Compton. In that capacity my duties included prosecuting misdemeanors that occurred in the Town of Little Compton such as domestic violence and drunk driving. I continued as Assistant Solicitor for 14 years during which time I began to serve as Assistant Solicitor for the Town of Portsmouth in December of 2002 where I handled similar misdemeanor prosecution cases. Additionally, in the Towns of Burrillville, Middleton and Portsmouth I served as Special Prosecutor, again for misdemeanor cases involving drunk driving and domestic violence.
Through these experiences I was able to establish a strong working relationship with the law enforcement communities in several areas throughout the State of Rhode Island. In addition it allowed me the specialized opportunity of handling criminal cases both as a prosecutor and a defense attorney. From this all-encompassing vantage point I have been able to level the playing field and obtain excellent outcomes for my clients.
In August of 1996 I began practice as a Newport County Bail Commissioner, the service of which has allowed me to play a crucial role in our judicial system. As Bail Commissioner I have several vital responsibilities including:
- To act as neutral magistrate at initiation of criminal proceedings
- To make probable cause determinations
- To sign arrest warrants
- To commit individuals to the Adult Correctional Institution
In December of 2003 and continuing through December of 2005 I had the opportunity to serve as the Municipal Court Judge for the Town of Tiverton. While serving as Municipal Court Judge I heard and decided cases of local minimum housing, standard traffic violations and zoning issues.

"I would highly recommend him to friends and family."After being involved in a multi-car accident on 195 in Providence, I tried going it alone with the insurance companies. Fortunately, a family member who Attorney Humphrey had represented in the past referred me to him. Attorney Humphrey and Attorney Petta were with me every step of the way, he negotiated with the other drivers' insurance companies and my insurance company. He even convinced my medical providers to reduce their liens so I got the maximum amount possible as a settlement. I would highly recommend him to friends and family.- Emily

"In a word, Bob is simply the "Best!""I was at a friend's house for a summertime barbeque when I fell on their multi-level deck. The fall resulted in multiple fractures to my elbow and thus began my long and arduous journey to recovery. I was transferred to Charlton Memorial Hospital for two days and then to Boston Medical Center for surgery involving a metal plate with clamps and screws. After ten days, I was transferred to a rehabilitation center for approximately three months. There I needed assistance with all my daily needs. Even after I was discharged, I had to live with family because of the extent of my injuries. When I contacted Attorney Humphrey he immediately visited me at the rehabilitation center and set my mind at ease. Despite the severity of my injuries, the insurance company was unwilling to make a reasonable settlement offer. Attorney Humphrey never stopped pursuing my claim against the insurance company and won me a great settlement. In a word, Bob is simply the "Best!"- Jeanne

"I would highly recommend Attorney Humphrey"I was greatly concerned when my daughter, who is a college student, was charged with drunk driving with high blood alcohol readings. I knew a criminal conviction could have devastating effects on her college career and ability to be employed after graduation. Fortunately, I hired Attorney Humphrey to represent her. After negotiations with the Prosecutor, the drunk driving charge was amended to the non-criminal charge of driving while impaired. He was even able to get the charge expunged from her criminal record. I would highly recommend Attorney Humphrey to any parent whose child finds themselves in a similar predicament.- Erik

"I knew you were the lawyer to represent my son."When my son, a school teacher, was charged with a felony I was in shock. I immediately found your website and, the way it was written, I knew you were the lawyer to represent my son. You immediately called me back and you were with our family every step of the way. We appreciate all of your hard work and your ability to have the case resolved so my son did not receive a criminal conviction. I would highly recommend you to any parent whose child has been charged with a criminal offense.- Sherye

"Thank you for being great at what you do."My wife and I were celebrating our first anniversary when I was involved in a drunk driving accident which resulted in severe injury to my shoulder. I was very scared because I'm not use to being in court. My aunt who is in the legal profession did a lot of research and determined that you were the best attorney in Rhode Island to handle a DUI case. My wife and I are sure glad she found you. You did a great job moving my case efficiently through the court system and got the DUI dismissed so I can have a clean record when I apply for jobs. Thank you for being great at what you do.- Eddie

"I highly recommend him because of his professionalism and dedication to his clients and their families."Earlier this year, I received the call that every parent dreads, the police informed me that my son and his friend had been in an accident involving a utility pole. Fortunately neither of them were seriously injured but my son was charged with OUI. I contacted a family friend who is a lawyer in Rhode Island and he referred me to Robert H. Humphrey, Esq. This was a long and difficult process for our family, appearing several times before the Attleboro District Court, but based on Bob's arguments, the Judge agreed to dismiss the OUI charge. We really appreciate everything Bob did in researching the scene of the accident and the law regarding OUI cases. I highly recommend him because of his professionalism and dedication to his clients and their families.- Jim
