Judicial and Prosecutorial Experience

From December, 2003 to December, 2005 he served as the Municipal Court Judge for the Town of Tiverton. As the Municipal Court Judge, he had original jurisdiction to hear and to decide cases involving local minimum housing standards, traffic violations, and zoning issues. In July of 2006, Attorney Humphrey was appointed by Governor Carcieri for service on the Sex Offender Board of Review. The Board has the duty to determine the level of risk a sex offender poses to the community and to assist the sentencing Court in determining if the offender is a sexually violent predator.

For fourteen (14) years from April of 1994 to January of 2008, he served as the Assistant Solicitor for the Town of Little Compton and his duties included prosecuting misdemeanor offenses such as drunk driving and domestic violence that were committed within the Town. He also represented the Town before Newport County Superior Court and advised the Town Council and Zoning Board of Review.

From December of 2002 to January of 2005, Attorney Humphrey served as the Assistant Solicitor for the Town of Portsmouth and handled misdemeanor prosecutions and occasionally zoning matters for the Town. He also served as a Special Prosecutor for the prosecution of drunk driving and domestic violence cases in the Towns of Burrillville, Middletown and Portsmouth.
