Attorney Profile

With over fifteen (15) years experience in the general practice of law, Attorney Humphrey has represented numerous clients in criminal defense matters ranging from capital offenses to simple misdemeanors and traffic violations.  From April of 1994 to January of 2008, Attorney Humphrey was the Assistant Solicitor for the Town of Little Compton.  His duties included the prosecution of misdemeanor offenses committed within the Town, such as drunk driving and domestic violence, representing the Town before the Newport County Superior Court, and advising the Town Council and Zoning Board of Review.  From December of 2002 to January of 2005, Attorney Humphrey was the Assistant Solicitor for the Town of Portsmouth and handled misdemeanor prosecutions and occasionally zoning matters for the Town.  From December of 2003 to November of 2005, Attorney Humphrey served as the Municipal Court Judge for the Town of Tiverton.  As the Municipal Court Judge, he had original jurisdiction to hear and to decide cases involving zoning issues, traffic violations, and local minimum housing standards.  Since August of 1996, he has served as a Newport County Bail Commissioner.  Bail Commissioners serve a vital role in our system of justice because they have the responsibility to act as a neutral magistrate at the initiation of criminal proceedings, to make probable cause determinations, to set and take bail at special arraignments, to sign arrest warrants, and to commit individuals to the adult correctional institution.  In July of 2006, Attorney Humphrey was appointed by Governor Carcieri to serve on the Sex Offender Board of Review.  The Board is charged with the duty to determine the level of risk a sex offender poses to the community and to assist the sentencing court in determining if the offender is a sexually violent predator.

From October of 1994 to the present, Attorney Humphrey has published thirteen (13) articles, six (6) of which articles he has coauthored, in the Rhode Island Bar Journal.  The topics of these articles include domestic violence, drunk driving/refusal, probate appeals and sex crimes. Articles which Attorney Humphrey has authored or coauthored are as follows:
